Mr. Samuel Kwadwo Sarpong

Mr. Samuel Kwadwo Sarpong is a respected management consultant and corporate governance professional with over three decades of experience in leadership, regulation, and strategic advisory across the public and private sectors in Ghana and other parts of Africa.

He is the Founder and Chief Executive Officer of C4BT Consulting Limited and Shemen Impact Limited, where he has led numerous high-level assignments in institutional reform, business transformation, and human capital development for organisations such as the Ghana Grid Company Limited (GRIDCo), Volta River Authority (VRA), SSNIT, State Housing Company, and the Ghana Armed Forces.

Mr. Sarpong served as the Executive Secretary and Commissioner of the Public Utilities Regulatory Commission (PURC), where he played a key role in driving reforms in tariff policy, quality of service regulation, and stakeholder engagement. He also held senior roles at PricewaterhouseCoopers Ghana, with cross-continental consulting experience including engagements in Nigeria, Kenya, Ethiopia, and South Africa.

He holds a BSc in Electrical and Electronic Engineering from Kwame Nkrumah University of Science and Technology and an Executive MBA from the University of Ghana. He is widely known for his analytical approach, integrity, and ability to align strategy with operational execution.

As Chairman of the Board of Ghana Reinsurance PLC, Mr. Sarpong provides forward-looking leadership, drawing on his regulatory and advisory expertise to support the company’s vision of sustained growth and strong corporate governance.
